i guess the reason why did that probably because tumblr want to expand to other countries without being blocked for their nsfw content.

That's probably part of the reason, though they aren't doing a great yet even then, since there are many active porn bots even now and many SFW stuff is getting censored. Tumblr is just weird. IDK.
